“We often think about philanthropy as being a donation of money, but it’s also a donation of time and interest,” he said. “I think it’s important to not only write a check, as it were, but also to take part in the different organizations, to provide some support.”

Jacobs said he believes having a broad range of interests is key to living a fulfilling life.
The couple’s contributions to education and the arts in San Diego include gifts of millions to UC San Diego, La Jolla Playhouse, the San Diego Natural History Museum and the new Central Library in downtown San Diego.
After this week’s symphony performance in New York, Jacobs said, “We have a little celebration with everyone coming from San Diego.”
Character traits most admired: Integrity and empathy. “I think it’s important that you value the way others feel, that you try to find areas of mutual interest ― but even where you have disagreement, you can understand that disagreement and still find ways to work together.”

This year Joan and Irwin Jacobs pledged $133 million to help fund a new science and technology campus at Cornell University, from which they both graduated.

“It will probably happen more piecemeal over time,” he said,バリー 通販, noting that the shortage of public parking remains an issue for the park. “The zoo is now proposing a parking garage ― unfortunately in a canyon ― but if that does help meet some of the needs, that’s useful.”
Asked what he thinks are the qualities San Diego’s next mayor should possess, Jacobs ― who’s backing Democrat and Qualcomm employee Nathan Fletcher in the Nov. 19 mayoral special election ― said it should be “somebody that listens to all of the various constituents (and) doesn’t say, ‘OK, this is the only way to proceed ahead’ … You have to understand different points of view, look for ways of being able to bring those together … but occasionally something needs to be done and you have to the go out and sell that to the people and make it happen.”

One of La Jolla’s most prominent and affluent residents, Qualcomm co-founder Irwin Jacobs, celebrated his 80th birthday in style last week (Oct. 18). This involved celebrations beginning the week prior and continuing this week, including: a party and daylong symposium at Salk Institute (for which he serves as board chair); dinner with family and friends in La Jolla; a trip to New York to celebrate the birthday of his son, Paul (who took over as chair of Qualcomm from Jacobs several years ago); another soiree in his honor at the Guggenheim Museum; and a performance by the San Diego Symphony at Carnegie Hall.
“I think that would be wonderful,” Jacobs enthused, going on to tout other walkable, community-building aspects of La Jolla, such as its weekly  on upper Girard Avenue (which celebrates its 15th anniversary Oct. 27).
“There’s so many areas that do need help, and we’ve focused on a few of them,” Irwin Jacobs told La Jolla Light during an interview at his La Jolla Farms estate, suggesting budding philanthropists decide where their interests lie.
When giving, Jacobs said he looks for organizations with good leadership “so that when you provide support, you know that it’s going to be well-used.
Though Jacobs no longer serves on the board of Qualcomm, he still attends board meetings and stays abreast of industry trends and the progress of various companies.
“I think La Jolla has developed very, very well over the years,” he said.
Having made his fortune in the semiconductor industry, Forbes magazine places Jacobs’ current net worth at $1.6 billion.
Jacobs said he is a strong advocate for “areas where people can congregate without cars” (such as the now vehicle-free but underutilized Plaza de Panama), including La Jolla’s Belvedere Promenade project, which would convert a section of Prospect Street into an ocean-view pedestrian plaza.

Does he see any chance for selling a revivification of the Plaza de Panama project that he pledged millions to fund (which a judge ruled against in February)? Jacobs said he thinks aspects of it are still feasible, but couldn’t be done in time for next year’s Balboa Park centennial observance.

Today, many of the ambitious measures adopted after Watergate, designed to restore public confidence in our system of government, have been swept away by the tides of history. Campaign finance reform is largely dead. The independent counsel law is gone. The Ethics in Government Act (which Cox helped to draft) has been shaved down. And the vicious partisan battles of the ‘90s, which culminated in the failed impeachment trial of President Bill Clinton, have left the nation more skeptical of its public officials than ever, ushering in the hyper-partisan dysfunction we now witness in Washington.
Forty years ago this week, President Richard Nixon took the gamble of his presidency. Dogged by the Watergate scandal and allegations that he was part of the criminal cover-up, Nixon believed he could overpower the rule of law by sheer force. He planned to kill the investigation headed by Special Prosecutor Archibald Cox, who had subpoenaed secret White House tapes that would prove or disprove Nixon’s guilt in Watergate.
More importantly, the firestorm of public protest that erupted following the Saturday Night Massacre, forty years ago on Oct. 20, 1973, demonstrated a vital fact about our system of government: Although the American public often underestimates its strength,バレンシアガ 財布, it has the power to rebuke and discipline even the highest public officials. It was the collective will of the people that drove Nixon from office, more than any court order or impeachment article.
Today, new generations of Americans have replaced the ones who watched those events glued to their television sets. Yet the climate of fear and anger about a government that has seemingly careened off the tracks is hauntingly similar.
Yet the lessons of the Saturday Night Massacre stand.
Nixon was forced to resign in disgrace in the wake of Watergate because men and women of integrity holding positions of trust in Washington risked their own necks for the sake of the common good.
But many forget that Nixon actually came frighteningly close to shutting down Cox’s investigation and trumping the rule of law. He failed only because of the force of Cox’s integrity; the fact that there were few football games on television that Saturday, allowing millions of Americans to watch Cox’s historic press conference as he explained why he couldn’t obey the White House order to cease and desist; and because the American people flooded Washington with telegrams of support for Cox and calls for the president’s impeachment.
The president ordered his attorney general, Elliot Richardson, to fire Cox. Richardson resigned rather than do Nixon’s bidding, as did Deputy Attorney General William Ruckelshaus. Solicitor General Robert Bork carried out the president’s command. In the aftermath of this “Saturday Night Massacre,” a firestorm of public protest erupted that soon drove Nixon from office and changed the political landscape.
So you thought the shutdown was scary? Present-day Washington could learn a lot about how to act in a government crisis by looking at the Saturday Night Massacre of 1973.
Cox became a national hero after the Saturday Night Massacre not because he’d planned it, but because he’d spent his whole life making principled decisions in matters big and small,バレンシアガ 店舗, preparing him for this moment when the spotlight of history shone upon him. This was a man who consistently exercised self-restraint in public service. No matter how much political heat he faced,アトリエブルージュ 店舗, he put the interests of the nation and its constitutional system ahead of his own career advancement and self-interests.
In this October four decades later, the scandalous dysfunction on display in Washington may not constitute an actual crime. But it’s worth pondering what Nixon learned the hard way: Public officials to whom we’ve entrusted the solemn responsibility of governance must grasp that if they refuse to do their jobs properly,バレンシアガ ファースト, they can (and will) face swift and certain repercussions.

All three branches of government managed to act responsibly in the face of chaos. Richardson and Ruckelshaus adhered to their constitutional oaths, knowing that it might destroy their own political careers. Members of Congress joined together, Democrats and Republicans alike,バリー 名刺入れ, to demand Nixon’s compliance with the court order to turn over the tapes; a bipartisan group of legislators even drafted impeachment articles against the recalcitrant president. And the Supreme Court, led by Nixon’s own appointee Chief Justice Warren Burger, wrote a unanimous opinion declaring that Nixon had to turn over the tapes because in America’s democratic system no person – not even the president – is above the law.
After the Saturday Night Massacre, it was a deluge of telegrams and phone calls that brought the government back to its senses. Today, a bombardment of emails, tweets and texts may be the only way to convey the collective sense of outrage average citizens feel about the debt-ceiling debacle. And it may take men and women of unwavering integrity like Archibald Cox, who was willing to risk it all to put the nation’s interests above his own, to carry out the people’s will. It’s time for patriotic Americans who want their elected officials to start playing by the rules, rather than careening from crisis to crisis, to step forward.

But the national strategy doesn’t make D.C. pols happy — leading the city’s mayor and lone congressional delegate to go after President Barack Obama and Senate Majority Leader Harry Reid on Wednesday,バレンシアガ 財布.
The White House put out a statement of policy last week, threatening to veto the release of the District’s funds, saying: “Instead of opening up a few government functions, the House of Representatives should re-open all of the government.”
D.C.’s mayor said that the awareness of issues relating to D.C. autonomy is definitely increasing nationwide because of the shutdown.

House Republicans have passed a bill the would give the city relief from the shutdown, but Democrats and the White House have so far opposed the GOP piecemeal spending measures, in favor of calling for the entire federal government to reopen.
All city spending must be approved by Congress and the lack of a budget deal means the District is running out of cash. It weathered the first week of the shutdown by tapping a special emergency reserve fund and declaring every single city employee essential, but the city may soon be forced to cut city services like trash collection and education.
And it’s not the first time the city’s autonomy has been put on the chopping block by both parties, Bennett-Fleming noted.

Ironically, the shutdown — and the city’s lack of control over it’s own spending — is raising the national profile of the issue. Norton, who cannot vote on the House floor, made national headlines with her exchange with Obama. Gray’s exchange with Reid was caught on cameras.
The District’s congressional delegate Eleanor Holmes Norton also confronted Obama at the White House in a private Democratic caucus meeting. Members in the meeting described it as “tense,” but Norton said it was her duty to represent the city.
And what’s changed this time is that it’s Republicans that want to further the cause of the city’s independence — even as most oppose the idea of statehood. Statehood would mean two extra Democratic-leaning Senate seats and a single voting member of Congress, after all.
“People in Puerto Rico and in Guam and in the other territories aren’t feeling this shutdown in any particularly harsh manner,” Thies said. “Why should we have to suffer?”
“I think it’s clear that the District is not necessarily a priority to the leadership of the Democratic Party,” Bennett-Fleming said.

Gray approached Senate Majority Leader Harry Reid at a news conference to push him to allow a vote on D.C. budget autonomy in the Senate. Reid cryptically replied: “I’m on your side. Don’t screw it up,バレンシアガ キーケース.”
“It didn’t demand me to ask a question and then be seated like a nice little delegate from the District of Columbia,” she said about her exchange with the president.
Republicans also have tried to attach a number of policy riders on local issues over the years — including bills on needle exchange, gun control, abortion and other controversial issues.
In 2012, about 91 percent of D.C. residents cast their votes for Obama — the biggest Democratic presidential split in the country. Obama, Reid and scores of other Democrats have expressed support for D.C. statehood and further autonomy. But in a pinch, the city’s desires for autonomy and statehood have taken a back seat to political maneuvering by both parties.
The 2011 budget deal hammered out between Obama and House Speaker John Boehner included provisions funding a controversial voucher program over the city’s wishes. It also banned the city from spending local tax dollars on abortion services for low-income women.
“Neither the president or Harry Reid has done anything for the District or shown any concern whatsoever for our local issues,” said Chuck Thies, a political consultant and longtime observer of city politics. “The shutdown has just highlighted that.”

The federal government shutdown has put the District of Columbia in a familiar position: political pawn.
Congressional Democrats have often been successful at removing those riders from proposed bills — but the party’s leadership is plenty willing to trade away the city’s right to self-government as a bargaining chip in a pinch,バリー 店舗.
“There’s no city, no county and no state that can’t spend it’s own local funds at this stage,” D.C. Mayor Vincent Gray said in an interview with POLITICO. And, Gray added, “There’s no votes in either house [of Congress] to get us out.”
In fact, the shutdown may be the city’s best opportunity in a long time to focus national attention on the city’s orphaned political status.
Rep. Darrell Issa (R-Calif.) — who heads the congressional committee that supervises the District — has been pushing the budget autonomy bill that cleared the Republican-dominated House last week. Democratic leaders are not inclined to bring up the bill in the Senate, however.
“We’re always caught in the cross hairs,” said Nate Bennett-Fleming, the city’s shadow representative. The office — which is an unpaid volunteer job — was created by the city to protest the lack of voting rights in Congress for the more than 600,000 District residents.
Issa spoke at a Wednesday rally held by supporters of D.C. voting rights on Capitol Hill, saying: “These are taxes paid by the people of the District of Columbia to the District — the city government. These are your monies.”
“I know even my friends at moments like this need to be reminded,” Norton said Wednesday evening at a D.C. voting rights gala. About her aggressive tone, she said the situation “demanded a conversation.”
The anger of local leaders is understandable, given the city’s overwhelming support for the Democratic Party — and frequently Democratic platitudes about support for voting rights.
City leaders acknowledge the District budget bill is probably part of a partisan ploy, but they don’t care. That it advances the city’s autonomy and ends the possibility of a D.C. government shutdown is all that matters.

The administration didn’t respond to a request for further comment. Reid’s office did not immediately return a request for comment.
“Sadly — unfortunately — circumstances like this at least give us an opportunity to at least put in front of people what is going on in this city, ” Gray said.
“I never would have planned anything like this,” Gray said. But “it’s just this kind of absurdity that does get people’s attention.”

Seibert said that in the phone call with Obama, the German leader made clear that such practices are "completely unacceptable"  and called on the United States to clarify the extent of its surveillance in Germany.
WASHINGTON — The Obama administration  denied a report that the National Security Agency tapped the mobile phone of German Chancellor Angela Merkel,バレンシアガ Papier.
President Obama assured Merkel during a phone conversation Wednesday that the United States is not monitoring the chancellor's communication,  White House spokesman Jay Carney said.
French President Francois Hollande called Obama on Monday to criticize NSA intelligence gathering in France.
"The United States is not monitoring and will not monitor the communications of the chancellor," Carney said.
As with reports in other nations,バレンシアガ ファースト, Der Spiegel based its story on information from Snowden, the former NSA contractor who has temporary asylum in Russia.
Germany is  the latest nation to raise questions about NSA intelligence-gathering methods.
The White House said,バリー 財布, "Both leaders agreed to intensify further the cooperation between our intelligence services with the goal of protecting the security of both countries and of our partners, as well as protecting the privacy of our citizens."
Brazilian President Dilma Rousseff canceled a planned state visit to the USA this month.
A White House readout of the Obama-Merkel phone call said,バリー ベルト. "The United States greatly values our close cooperation with Germany on a broad range of shared security challenges,バレンシアガ アウトレット."
It said the Obama administration "is reviewing the way that we gather intelligence to ensure that we properly balance the security concerns of our citizens and allies with the privacy concerns that all people share."

The German magazine Der Spiegel reported that Merkel phoned Obama to discuss the allegations, which are based on disclosures from NSA leaker Edward Snowden.
A statement from Merkel spokesman Steffen Seibert said the German government "has received information that the chancellor's cellphone may be monitored by American intelligence."

DETROIT -- As he came to the plate in the seventh inning here Tuesday, Mike Napoli was 2-for-19 in the postseason, including 0-for-6 with six strikeouts in the AL Championship Series.
Clearly, he needed to make a few adjustments.
"I know he changed his pants," teammate Jarrod Saltalamacchia said. "And he rubbed Jonny's (Gomes) beard."
In the future, slumping Red Sox hitters may have a new elixir.
Napoli worked the count full against Detroit Tigers ace Justin Verlander, then clocked a 96-mph fastball over the fence in left-center field for the only run scored by either team in the Red Sox' Game 3 victory, which gave them a 2-1 edge in the best-of-seven series that continues here tonight.
"That's Mike Napoli," Gomes said. "We saw it over 20 times this year. We've seen it a whole bunch in the past. That's what he's going to do. You're talking about a guy who's protecting a future Hall of Famer in David Ortiz. That bat gets through the zone hot. Power on power right there. I don't think Napoli is ever struggling, to tell you the truth. I can't look at the average on Napoli. He can go 0-for-4 and doesn't get any hits, but he sees 35 pitches and takes an inning and half off a starter. That guy is a stud."
Napoli wasn't in the lineup for Game 2, and considering how bad he has looked at the plate, manager John Farrell was asked why he was back at first base in Game 3.
